Meanwhile, the U.S. appears to be heading in the opposite direction. The Trump administration has proposed a jarring 20% budget cut for the National Institutes of Health’s 2025 BRAIN Initiative compared to the previous year, a move that could stifle crucial public-sector research and development.

As one superpower marshals its entire national apparatus to conquer the next frontier of technology, the other is tightening its belt. The race for the future of the human mind is heating up, and China is not just competing—it's executing a meticulously planned strategy to win.
